This is not a big deal, but I noticed when dragging master categories around to reorder the budget list, you cannot drag a category (from higher up the list) to below the last one. Unless I'm doing it wrong, I cannot get this to work. But again, not a big deal!
I looked, but can't determine exactly what you're seeing.
I can move my master categories around and the categories within them just fine. Even after moving the masters around.
I can reproduce this after the original bottom master category has been moved up in the list, it will not move back down to become the bottom master category. This was tested in Firefox 50.1.0 using Windows 10.
The workaround is to move the lower master categories up until the desired master category is at the bottom.
I think I understand what you're saying. Have you tried collapsing the "new" bottom master category? I came across this early on and discovered if I collapse the now "new" bottom master category I could move master categories below it.
That works for me Bruce. Collapsing the new bottom master category will allow the original bottom master category to be moved to the bottom position.
I tried it again, collapsing the bottom master category's subs as you suggested and then dragging a category above down to the bottom slot and it worked!
But when you create a new master category, it still won't allow you to drag it to the very bottom. But once you add sub categories to it, it works fine.

Yeah, I just tested adding a master category without adding any sub categories and I could not move the master to the last position in the list. I was able to move it there after adding a sub category as you said
